After receiving the national mobilization order and Normal Time to War Defense instructions, the provincial government determined that the Guangdong Provincial Committee immediately hold an expanded meeting of the Standing Committee.

Comrades, we now convene an expanded meeting of the Standing Committee of the Provincial Party Committee, mainly to decide the province’s major issues related to the transition to a wartime system.

First of all, Comrade Zhang Hu(张虎) will convey the national mobilization order and the instruction spirit of the State Council Central Military Commission on transferring to the wartime system and put forward a Normal to War transition proposal.

I will first convey the mobilization order of the People’s Republic of China.

The main purpose of the expanded meeting of the Standing Committee is to convey the instructions of the superior order, clarify the intention, study the situation, and clarify the main work and general requirements of the Normal to War transition.

According to the spirit of the instructions from above, combined with the actual situation in our province, it is recommended that in accordance with the principle of a rapid and orderly Normal to War status transition, military planning, and mobilization, we will focus on the following three tasks.

  1. The construction of a national defense mobilization command system
  2. The implementation of a wartime work mechanism
  3. Wartime control preparation

Next, please discuss and make speeches.

According to principles of being excellent at multiple domains, precise mobilization, and being led by combat concept, based on the mission and tasks of Guangdong, we propose three recommendations.

  1. Quickly build a joint command system between the military and the civil government.
  2. Coordinate the preparation of strategic victory mobilization.

​ – Focus in the Taiwan Straits Area: Replenish military sources, ensure forward push, ensure loading, ensure the navigation, and ensure island seizing

​ – Focus in the South China Sea Area: Complementing blind areas, maintaining rights and interests, supporting transportation, protecting islands and reefs, and controlling sea areas Accordingly, I believe that we should follow policy ideas and methods that are demand-led, unified, and combined, precisely carry them out, grasp the differences, and do a good job of strategic mobilization and implementation of preparations for a decisive victory

  1. Highlight and transform the resource potential of new domains and new systems, to focus on effectively making up for the shortage of troops, and adhere to the scientific and technological mobilization to mobilize the implementation of preparations in a prominent position.

The provincial military regions should work together with relevant industry authorities, to further dig deeper into the transformation, reconnaissance and early warning, network attack and defense, search and rescue, cross-sea delivery, and other resource potentials in new domains and new systems, to ensure that the best resources for the final battle, to ensure that best resources are utilized to ensure a strategic victory.

Dear Secretary and Deputy Secretary, my opinions are:

Resolutely implement the orders of the Party Central Committee, President Xi, and resolutely accomplish Guangdong’s mission of resolutely ensuring the resources to achieve a strategic and decisive victory.

I’ll make two suggestions.

  1. Quickly set up a joint military-civilian command party committee
  2. Pay a high degree of attention to our own defense, adhere to the bottom line thinking, prepare for a rainy day, defend before the attack, and adhere to whole-process defense. Focus on the Pearl River Delta super-dense cities and important military and livelihood targets in the region. Plan early, coordinate well air defense, target defense, and various preparations for war. Maximumly protect people’s lives and properties and maintain the mobilization potential sustainably and to the maximum degree.

I add a suggestion.

In accordance with the idea of protecting the front line and maintaining stability at the same time, we should do well with social prevention and control, strict and tight. We should initiate the joint defense and control mechanism among the party, government, military, police, and civilians, and special measures for wartime control. We should transform the experiences we gained from pandemic prevention and control in previous years into wartime social prevention and control initiatives to ensure that people’s production and life are in order, to ensure the general situation of social stability, and to create a favorable environment and conditions for the strategic victory.

After other leaders put forward relevant proposals, the governor put forward relevant requirements, and the provincial party secretary made the deployment decision.

The most urgent and top priority thing is, according to the deployment of the Party Central Committee, in accordance with the requirements of ensuring production, mobilization, and victory, we should ensure scientific coordination, strong and orderly organization of production, conversion, expansion, and stabilization of production.

All levels, all regions, and all departments in the province should quickly adjust the work priority, moving from focusing on economic development to ensuring strategic victory. Following the principle of military and civilians share the same heart, and military products first, we should coordinate well the military and civilian production.

We need to introduce targeted wartime policy measures and guide and support those high-tech and special enterprises that are included in the “potential resources in new domains and new systems” list to convert and expand their production.

We need to use a combination of political, economic, administrative, legal, and other means, to guide and help provincial enterprises, and key private enterprises to retain workers, and ensure stable production.

In the meantime, we should also focus on effectively preventing and resolving the risk of resource disruption and industry disruption, and do more and more to mobilize and counter-mobilize, mobilize within the region and mobilize overseas to ensure the security of the supply of important strategic materials.

Comrades, the strategic decisive victory is related to the great cause of our national rejuvenation and the future fate of our country. It will also impact the world’s strategic pattern. The Normal to War transition is a key move to win the overall war, the decisive battle of our country, and the people’s war in the new era. We must do it quickly and well.

First, we need to unify the ideological understanding and strengthen the awareness of transition. We won’t hesitate to start a war, crush Taiwan’s independence and strong enemies’ plots, and resolutely defend national sovereignty and territorial integrity. This is the Party Central Committee, General Secretary Xi Jinping’s major strategic decision to coordinate the big pictures of international and domestic affairs, as well as the overall strategic situation of the great rejuvenation of the Chinese nation. It was made after carefully reviewing the timing and the situations.

We must consciously strengthen the role of Guangdong, with a high level of political judgment, political comprehension, and political implantation ability. We must unify our thought and action according to the decision and deployment of the Party Central Committee and the Central Military Commission. United, we’ll be as solid as a fortress. We must ensure the supplies and the strategic victory. We must ensure that we accomplish our mission, to live up to the trust that is entrusted to us.

Second, we must unify well the organization and command [system], to ensure a reasonable transition. Just now, comrade Zhou He (周河)and comrade [Wang] Shouxin (王守信), respectively proposed the opening of a joint military-civilian command, the establishment of the command party committee. I agree with both of them. Submit the proposals to the higher party committee for approval according to the provisions.

The provincial industry special command posts must resolutely obey the unified command of the joint command, and the various military-civilian departments at all levels should both accomplish their respective duties and work closely together to ensure that the party, government, military, police, and civilians work together with combined forces to win.

Third, we must grasp the overall situation, jointly promote the implementation, and enhance the chance to win the transition. With the overall planning, we must accurately grasp the rhythm, scope, and intensity of the Normal to War State transition. We must fully ensure the needs of the troops, to support front-line operations. At the same time, we must also take into account the lives of the masses, and ensure the stability of the rear [of the battlefield].

In terms of mobilization focus, we need to coordinate the two areas of the Taiwan Strait and the South China Sea. We must ensure everything both at sea and on land. We must ensure both traditional and new type forces, as well as resources from both the province and overseas. We must pool all our resources to ensure [the needs] in the Taiwan Strait area.

With organization and implementation, we must coordinate economically developed cities and relatively backward areas, general industry areas, and key industry areas, to ensure efficient and effective transfer to the wartime system.

Fourth, we must unify the wartime management, solid the transition bottom line, to firmly establish bottom-line thinking. Based on the actual situation that we have a large number of migrant workers, and a large number of factories and enterprises, we must strictly prevent the bank run tide, factory evacuation tide, and migrant workers returning home tide.

Based on the actual situation that we have many strategic channels and important targets, we must strictly do a good job to protect our roads and targets. We must strictly prevent the enemy’s strikes and attacks.

Based on the actual situation that we are adjacent to Hong Kong and Macao, and we have a long sea defense line, we must strictly prevent the enemy’s infiltration and destruction. We must prevent [the enemies] from using Hong Kong to create chaos, and then using chaos to disrupt the war, and so on.

In short, we must take multiple measures, and a multi-pronged approach to ensure the stability of the people’s perspective, the stability of social order, and the stability of the rear.

After the meeting, the Provincial Party Committee General Office issued the minutes of the meeting. It is recommended that all departments follow the deployment of the meeting, immediately open a joint military-civilian command and operational command posts, specifically plan and deploy, and organize the province’s Normal to War transition work.

Chiefs, according to the State Council Central Military Commission’s Normal to War transition instructions, and the decision of the provincial party committee standing committee, the province has completed the establishment of the military command structure at all levels as of 18:00 on April 18.

The structure of the command

The provincial military-civilian joint command, the South China Sea area command post, and a number of special mobilization command posts have been set up.

The provincial military-civilian joint command is composed of elite personnel from the provincial party committee, the provincial government, the provincial military district, and the provincial national mobilization committee related enterprise units, as well as the armed police Guangdong General Force, the armed police mobile six detachments, sea defense 311 brigade. It was set up for the provincial military district combat command center, in due course will transfer to the provincial war command post.

The provincial military-civilian joint command, as the highest decision-making command organ in this jurisdiction to command the use of national defense mobilization resources and to organize the implementation of the mobilization, directly accepts the command of the eastern and southern war zones, focusing on planning and organizing strategic decision-making and national defense mobilization operations, as well as decision-making defense operations.

The South China Sea area command post is formed by elite forces of the command. It will be sent to the Zhanjiang area in due course, and focus on the prewar preparation in the South China Sea area, as well as organizational planning and command and control.

The special command post relies on the relevant military-civilian departments and industry systems and has constructed 12 special command posts including people’s air defense, traffic mobilization, national economic mobilization, public opinion propaganda, stability maintenance, and chaos control. They were set up by each lead unit. Under the unified command of the military-civilian joint command, they shall organize and implement mobilization tasks in each section, and organize and take command of special operations.

Composition of command post personnel.

The provincial party committee secretary is the general commander of the provincial military-civilian joint command, the governor, the provincial military region commander, political commissar for the commander are commanders.

Two centers including the command and control and national defense mobilization have been set up, to take charge of three departments including management and coordination, political work, and rear area logistics support.

The command and control center is mainly responsible for ensuring that the commander set the determination of action before participating in the war, command and control the ground defense, maritime reconnaissance, and people’s air defense, and assist in anti-terrorism and stability operations.

The defense mobilization center is mainly responsible for guaranteeing the commander to set the mobilization determination, organizing and coordinating the implementation of national defense mobilization tasks, organizing mobilization support, assembly, transportation, handover, and other actions; the other three departments are responsible for the planning, organization, and coordination of related areas.

The command and decision-making operation mechanism.

A unified leadership, sub-domain decision-making, coordination, and implementation of the command and decision-making and operation mode has been set up.

  1. The establishment of unified leadership of the command party committee, the first secretary is the provincial party committee secretary, and the secretary and deputy secretary are the provincial military district political commissar, governor, and provincial military district commander respectively. The party committee shall collectively study and make decisions on major national defense mobilization matters before joining the war.
  2. Second, is the clear division of responsibility for sub-domain decision-making. After the party committee makes a decision, the commander of the division is responsible for the implementation. The governor is responsible for organizing the implementation of mobilization tasks. The commander of the provincial military district is responsible for organizing and commanding the action before participation in the war, in collaboration with the governor to organize the implementation of mobilization tasks. The political commissar of the provincial military district is responsible for organizing and leading political work, in collaboration with the commander to organize and command relevant actions.
  3. The execution capability to collaborate and implement tasks. Routine coordination, contact, and consultation mechanism should be set up to meet and discuss the list of issues prior to action, give feedback on the mobilization process during the action, and jointly evaluate the effectiveness and the results after the action, to achieve fast and efficient command.
  4. The command and insurance system. Based on the information security of the data and information room, a battalion scale information and communication force shall be set up at the provincial level, while a company scale and a platoon scale one should be set up at the municipal level and the county level respectively, to ensure the communication capability.

Using the means of the military and civilians at all levels, four main links have been established.

  1. Information link from the military commission joint command center to the war zone joint command center, to the province, city, and county military joint command center has been set up; mainly relying on the war zone joint command information system and the confidential information remote delivery system to be integrated into the joint command system.
  2. Leadership, management, and information links from the mobilization department of the military commission to the provincial military district leadership management, mainly relying on the 509+ platform, national defense mobilization task information command system to assist mobilization organization command.
  3. The command communication links from the provincial, city, and county level military-civilian joint commands to the task teams, mainly relying on the ultra-short wave, Tiantong-1 satellite phone to establish mobile communications in motion.
  4. Command and communication links from the army to the civilians, relying on the interconnection of the confidential password system on the Acer government intranet to deploy the national defense mobilization information system in relevant local civilian departments, and to introduce and import all kinds of civilian data to the military-civilian joint command, to open up the connection channel between the military and the civilian department.

Mobilization planning rehearsal

After receiving instructions from higher orders, the Guangdong joint military-civilian command held a party committee meeting to understand the task and judge the situation. All central departments have revised and improved their proposals, and are very determined. They have also made recommendations.

Comrades, now we continue our meeting. After the orders and instructions on national defense mobilization and ground defense operations were issued by the eastern and southern theaters of war. We specifically held a party committee meeting to understand the orders, instructions and tasks, clearly put the relevant major issues to all centers and departments. In accordance with the spirit of the party committee, we revised the national defense mobilization and ground defense operations [plans]. Now let’s hold a task planning meeting to study the planning, mobilization and ground defense operations tasks. First, let’s ask the command and control center to communicate their understanding and the tasks.

Commander, our tasks come from three areas.

One, the mobilization tasks issued to our province by the eastern and southern war zones totaling 20 categories and 239 items, mainly 1,358 detachments of various types with a total of 140,000 personnel, 953 ships of various types, and 1,653 units/sets of various unmanned equipment. Other resources include 20 airports and docks, 6 repair and shipbuilding yards, 14 emergency transfer centers, and resources such as grain depots, hospitals, blood stations, oil depots, gas stations, etc.

Two, the national defense mobilization recruitment office will recruit new military service personnel, retired military personnel, and special talents totaling 15,500 people from our province.

Third, the National Defense Commission clearly stated that our province shall coordinate the implementation of the seven types of national level warfare resources, including, mainly, 64 10,000-ton roll-on/roll-off ships, 38 aircraft, 588 train cars and 19 civil facilities including airports and docks,

Third, the national mobilization committee has made it clear that our province coordinates the implementation of the region’s national strategic resources, mainly including 64 10,000-ton trains/ships and boats, 38 aircraft, 588 train cars and airports, housing and other civilian facilities.

Through study and evaluation, we can summarize our province’s missions as follows.

First, to offer full support for the decisive battle at the Taiwan Strait. All resources in our province should be utilized so that all regions and cities can work together to ensure operations of defense combat clusters and their expansions, mobility, assembly, loading, combat, search and rescue, etc. In particular, we should mobilize and expropriate all sea and air transport capacity to protect the across sea cooperation of troops, to ensure that the island seizing troops can get across the sea, and more troops can follow to seize the island.

Second, to support the distant cruise. We will basically organize new-style ocean-going forces to conduct reconnaissance, submarine search, search and rescue outside the first island chain, to protect the forward deployment of rocket forces, support troops to rescue the wounded and repair ships and aircraft. We need to play a full role in these.

Third, to participate in the South China Sea interoperability, the mobilization of professional repair forces and air and sea transport forces to assist the troops to repair and set towers and markers, and the organization of militia fishing boats to respond to the infringement of the Vietnam, Philippines and Malaysia and other countries, to fight well the people’s war at sea.

Fourth, to assist Hong Kong and Macao to maintain stability, organize road traffic control, and mobilize high-speed passenger ships, helicopters and other air and sea transport to protect the rapid transit of troops. Organize port control, maintain and ensure the livelihood of Hong Kong and Macao, to prevent the enemies to use Hong Kong to create chaos for China.

Fifth, to maintain the stability of the rear, pull together the overall strength of the party, government, military, police and civilians as a whole, to help guard 61 important military objectives and 276 important civilian targets, maintain social order, cohesion and morale of the people, and continue to push the war forward.

Now, let’s study the planning of mobilization tasks. First, we’ll ask the National Defense Mobilization Center to report on the situation.

These two days, Vice Governor [Wang] Zhizhong( 王志忠) has been in our center to coordinate the mobilization tasks in the two strategic areas of the Taiwan Strait and the South China Sea. We analyzed and compared our province’s potential resources, and revised and improved our mobilization program. First, let me report the relevant information as follows.

First, the mobilization guidance. We followed new situation-led mobilization guidance and focused on the Taiwan Strait, the integration of the two seas, the aggregation of systems, mingling and recasting of our forces, and gathering energy and strength on new domains.

We will coordinate the deployment of our province’s potential resources, digging deeper into the new domain, and new quality mobilization potential. Ensuring the [success of] the decisive battle in the Taiwan Strait is our first priority. We will coordinate and ensure support and response in the South China Sea area, comprehensively respond to the chain reactions in local areas, Hong Kong and Macao.

Second, the creation of a three-area mobilization and deployment model.

One is the front mobilization in the Taiwan Strait direction, consisting of four cities in eastern Guangdong as the front position for strategic decision-making.

One is the support and response in the South China Sea direction, consisting of seven cities in western and northern Guangdong as the key response for strategic decision-making.

Another one is the core mobilization area for mobile support, consisting of six major cities in the Pearl River Delta and the main deployment sites of the 74th Army Group as the key support for strategic decision-making.

Third, the task distinction. We will focus on the following five types of major tasks.

1) Ground recruitment to be done in accordance with the principle of matching positions with training, balanced burden, leaving a margin, ensuring approval, and continuity.

Reserve personnel should be recruited from relevant sectors. Retired military personnel shall be mainly recruited from the rear region, special talents should be mainly recruited from the Pearl River Delta industrial clusters.

  1. Maritime support mobilization, including roll-on/roll-off vessels ships, fishing vessels, salvage vessels, multi-purpose vessels and other types of vessels. They will mainly come from mobilization in the provincial industry system and fourteen coastal cities.
  2. New domain and new system resource mobilization, including aerospace reconnaissance, ocean warning, cyberspace, underwater detection, unmanned combat resources and other potential new domain and new system resources, mainly from mobilization in the core area of the Pearl River Delta.
  3. Equipment and material mobilization, including ship repair yards, grain depots, blood stations, oil depots, gas stations, etc., in accordance with the principle of integration of blocks and strips, mainly coming from mobilization in the economic centers at all levels, material insurance bases, comprehensive regional support centers.
  4. Ground defense force mobilization, including all kinds of militia detachments and defense mobilization professional teams. They will be recruited locally and put into use locally. Mobilization is mainly implemented by all the cities in combination with their other tasks at the same level.

Among the above-given mobilization tasks, 239 tasks in 8 categories have all been assigned in accordance with the step-by-step mobilization program.

For the 43 new tasks in 3 categories, we will implement them with cross-regional coordination, emergent deployment and expansion, and expansion of the field to supplement. In general, we are able to complete the tasks.

However, in the process of implementing the mobilization tasks, the following two aspects still need special attention.

  1. Is the recruitment problem, to complete the recruitment task of 15,500 troops within a month, especially the first delivery of 2,500, to achieve this recruitment target, time is very tight.
  2. Is the maritime support coordination, mainly because all kinds of tasks are big. There are still problems with the ship personnel quality and excellence rate in wartime, as well as equipment fit rate.

Just now, the National Defense Mobilization Center reported on the implementation of the proposed mobilization tasks. The tasks are basically clear, the key is whether they can be assigned out. The two issues that need attention are very important, what additional comments do you have?

I will make an additional statement on the coordination of the implementation of national-level strategic resources.

The national mobilization order has clarified that the national level strategic resources within Guangdong Province are to be uniformly coordinated by National Defense Commission and the Strategic Direction Coordination Group by issuing a call-up order and specifying the mobilization tasks.

Our province is responsible for coordinating the implementation of the assembly, formation, modification, transportation, and handover of resources. This task has many coordination steps and a long implementation chain.

For example, for the 10K-ton roll-on/roll-off ships, we have to cooperate with the national shipping authorities to make a good call up and refitting program, as well as to quickly organize the militia on board for the ships, equip them with weapons and equipment, and organize the transportation and handover.

We must have an overall perspective and effectively accomplish this task.

It is recommended that in accordance with the principle of unified decision-making, graded implementation, and sub-industry guidance, the relevant provincial industry authorities should guide the municipalities, each implementing well their tasks.

In addition, in recent years, our province’s new domain new system mobilization force construction development is very fast. I’ve seen among the task requested by the troops, many needs are from this aspect. We should also pay attention to the implementation of this part of the task.

If not, let’s study the three main types of tasks together around recruitment, maritime support mobilization, and new domain and new system force mobilization.

First, regarding the recruitment issue, please make comments.

Commander, in response to the current problem of tight recruitment time, we can speed up the recruitment

Through three methods.

First, with the help of big data technology, utilize the grassroots organization work to recruit at the first opportunity.

Second, standardize the medical examination, synchronize it with medical history investigation and political background examination, and finalize the qualified ones at the first opportunity.

Third, assembly and handover fast, coordinate and dock with the military transport department to quickly organize and arrange the departure plan, assemble the recruited soldiers at the first opportunity, and deliver them to the destination according to the planned timing.

To this end, it is recommended that the Health Commission and the Public Security Department assist in developing special channels for medical examinations and political examinations in different parts of the province, so as to provide on-the-go examination services for the applicants.

Noted! Let me add one more point!

It is known that now that we are really going to war, there are people who enthusiastically sign up for the war, but there are also people who are afraid of the war and timid. They want to avoid the war!

I suggest that, on the one hand, the scope of propaganda should be wide, and the mainstream media should make a big fanfare, to promote that strategic victory against Taiwan is very important to the completion of the unification of the motherland and the great rejuvenation of our nation! Inspire all the people of our province to make a common cause and support the determination of the whole nation to face the enemies!

On the other hand, anti-corruption efforts should be strong! For the applicants, we need to offer services to solve their difficulties, pay regular door-to-door visits to eliminate their worries, to know the situation of their readiness and willingness for war.

For outstanding performance, especially meritorious awards, we need to visit their homes to report the good news, offer timely public recognition and awards, as well as good pension and treatment.

I add, in addition to positive incentives, we need also increase the punishment according to law! For those who refuse to be conscripted, government departments need to visit their homes first to offer guidance, and give them administrative punishment according to the law. Members of the Communist Party should be punished according to party discipline. For serious cases, severe punishment should be applied according to the criminal law and military service law! And their punishment should be exposed.

All levels in the province, based on existing recruitment methods, shall establish wartime military recruitment agencies. Health commissions, public security, education, veterans and other government departments should fully cooperate to offer maximum service for the military recruitment of service. Let’s move on to the Maritime Support Mobilization Order! You have the floor!

I speak on the issue of ship retrofitting!

The task given by the war zone is to complete the retrofitting of 365 ro-ro ships, etc., all kinds of ships, within 45 days. In addition, we are responsible for 64 national resource ships in our jurisdiction and other 8 ships.

There are 90 enterprises in our province that have the ability to retrofit ships. They can retrofit 113 ships altogether at the same time. 280 can be done this month!

But from the layout perspective, high-quality shipbuilding and retrofitting resources concentrate in Guangzhou, Yangjiang, Dongguan, and other places. The capability in east Guangdong is weak!

We have taken three approaches to tackle this.

First, we bring together the excellent forces, utilize the province’s large ship repair yards, and organize over 1,000-ton transport ships. We centrally manage them according to their categories.

Second, multi-point deployment. We choose 23 docks from coastal cities to rapidly retrofit motorized fishing boats.

Third, the resources of the area, we organize and recruit ship repair forces from Guangzhou, Jiangmen, and Zhanjiang to strengthen the eastern part of Guangdong. I suggest we take the lead in related works, together with the provincial agricultural and rural economic organizations to guide the municipalities, to promote the implementation.

This matter will be led and implemented by you. You also have to fully anticipate all kinds of complications, especially to strengthen the ship repair yard, and housing, as well as the procurement and supply of raw materials and accessories. Regarding the use of other assigned forces, we have two options.

First, centralized use.
